L2 switch SPOF

The easiest thing to do here would be to add a second L2 switch, trunk it with the one we already use and connect some of the API hosts to it. This way a failure of any of the switches will still leave us with some working API hosts.

TODO: Find out how VIP failover would behave in this situation.
